Which palm species are covered?
The 2026 update clarifies that the EUDR oil-palm commodity applies to Elaeis spp., including Elaeis guineensis. Babassu oil from Attalea spp. and vegetable oils from other palm species are excluded from the oil-palm commodity definition.
Why exact product classification matters
Many palm-related Annex I entries use “ex”, meaning only products made using the relevant oil-palm commodity are covered. A customs heading by itself may therefore be too broad.
New palm derivatives in 2026
The Commission added several palm-derived oleochemical entries to Annex I, including products in headings such as ex 1516 20, ex 1518 00, ex 1520 00 and specified chemical derivatives. Newly added entries apply from 30 December 2027.
Practical consequence: manufacturers using palm-based oleochemicals should confirm both the exact CN code and whether the ingredient was actually produced from Elaeis oil palm.
Evidence workflow
- Identify exact palm-derived input and CN code.
- Confirm Elaeis origin rather than another palm species.
- Trace the relevant commodity back to plantation production.
- Collect and validate geolocation.
- Maintain mill / processor / supplier linkage to the relevant batch.
- Document legality and deforestation-free evidence.
